Cabinet has granted the request of the Contractor General, made on December 5 to investigate the procurement of 20 pre-owned motor vehicles for the Jamaica Constabulary Force by the Ministry of National Security.
The Ministry of National Security is to formally write to General Accident Insurance to request payment of the Performance Bond already demanded.
The Cabinet expects that payment of the Bond will be expedited to enable the Ministry of National Security to use the proceeds of the Bond to pay all necessary taxes and duties, to clear the vehicles and get them to the JCF without further undue delay.
On the advice of the Attorney General Marlene Malahoo Forte, the Minister of Finance has withdrawn the offer of a moratorium to the Ministry of National Security, as the liability for the payment of the GCT and SCT under the General Consumption Tax Act as well as under the contract is the Supplier’s- O’Brien’s International Car Sales and Rentals Limited.
At the request of the Ministry of National Security, Cabinet has also taken the decision to revise the Procurement Guidelines to provide for fit and proper criteria for national security-related and other sensitive contracts, so that they can be performed in a timely manner.
