Chang Defends Actions of Police Involved in Spalding Shooting

National Security Minister, Dr. Horace Chang, is defending the actions taken by a member of the constabulary who shot and injured a bus driver in Clarendon on Tuesday.

Videos of the incident that went viral show a policeman being attacked by the bus driver while he was conducting traffic duties in Spalding in the parish.

Minister Chang says given how under-equipped members of the Constabulary are, the policeman in question acted in the only way possible.

The Incident occurred around 8:30 in the morning. Videos of the incident show a civilian, supported by a crowd of onlookers, pounced on a policeman

The video, which has gone viral shows the civilian shoving the policeman after arguing with him. Shots were then heard and the man can be seen lying on the ground.

Dr. Chang noting the divided reaction of the public to the incident says the policeman did the best he could.

Mr. Chang made it clear a policeman in such a situation would require better equipment.

He says to have effective policing these issues must be addressed.

However, he also argues that strategic development of the police force must be addressed rather than the piecemeal approach which has been used in the past.

The Minister was speaking at the University of the West Indies Mona for its Research Day 2019
