Justice Minister Clarifies Proposal To Hold Owners Criminally Culpable, If Dogs Attack Others

Justice Minister Delroy Chuck is clarifying the intent of a proposed law that would allow owners of dogs that attack others to be held criminally culpable.

The Justice Minister says ‘strict liability offences’ should be put in place.  

The Jamaica Kennel Association has raised concerns about the proposal, arguing that such a law could be abused by persons who enter premises without permission and are bitten.

But, the Justice Minister says dog owners should not be held accountable in those instances.
