Shift System ‘Evil’ and Was ‘Engineered To Create Criminals’ – National Security Minister


National Security Minister, Dr. Horace Chang, says the shift system in public schools is evil and was engineered to create criminals.

According to Dr. Chang, the shift system has done a great disservice to the poorest Jamaicans.

He says the high drop out rate for young boys contributes to the country’s high crime rate.

Last week, PNP President, Dr. Peter Phillips, urged the government to intensify the push to eliminate the shift system.

He said the system gives students too much idle time, making them prime targets for gang recruitment.

In response, Acting Education Minister, Karl Samuda, said the government is still working to abolish the shift system. 

He also noted that if more resources were available, the shift system would have been eliminated sooner.

The shift system was introduced in the 1970s to provide high-school access for all Jamaican children. 

However, students who attend schools that operate on a shift system spend fewer hours at school than those who attend schools that don’t have a shift system. 

Meanwhile, Dr. Chang says in order to tackle crime in Jamaica, alternatives to traditional education must be provided.

In the meantime…the National Security Minister says lotto scammers are sending their kids to preparatory schools in a bid to steer them away from a life of criminality.

Dr. Chang says those involved in criminal activity are aware of the inherent risks of their lifestyle and are seeking alternatives for their children.
