Local Government Minister, Desmond McKenzie, says consultations on an expected Anti Litter Bill are to begin soon.
The Bill, which will provide tougher penalties for illicit dumping, is expected to go before Parliament before the end of this year.
He was responding to questions about flooding which affected sections of Montego Bay due to heavy rains caused by the passing of Tropical Storm Earl.
Minister McKenzie says the recent flooding was caused by a mixture of infrastructure problems in the city alongside clogged drains.
He says while the city’s infrastructure is under review and being upgraded, the problem won’t be solved without stricter penalties for littering.
