Works Minister Robert Morgan says legislation to create the One Road Authority is due to be tabled by March 2027.
The minister was speaking during the post-cabinet media briefing on Wednesday at the Office of the Prime Minister.
The proposed One Road Authority is intended to standardise maintenance of all roads across the country.
It also aims to improve accountability by eliminating debate about which state entity is responsible for the different roads.
Cabinet approved its establishment in January.
