The Senate this morning began debating a bill intended to modernize the Electricity Act and clarify the powers of the portfolio Minister.

The Bill is intended to clarify the Minister’s powers to grant licenses for the exclusive or non-exclusive distribution of electricity.

The bill was introduced in January, after the Court of Appeal upheld the exclusive all-island electricity licence granted to the Jamaica Public Service by the energy minister.

That decision reversed a 2012 ruling of the Supreme Court that JPS’s 20-year monopoly license on electricity distribution was invalid.

Justice Minister Senator Mark Golding this morning opened debate on the bill.
