Communication Strategist at the Jamaica Constabulary Force, JCF, Dennis Brooks, says while the US State Department’s latest Human Rights report is a useful tool, it has failings.

The report identified significant human rights issues, including credible reports of unlawful killings by the security forces, and the discrimination of members of the LGBTQIA-plus community.

The US State Department says most complaints and reports cited the Jamaica Constabulary Force, both in its roles as an independent agency and as part of joint military-police activity.

Mr Brooks says the report is limited.

He says there are also other concerns.
