Former Police Commissioner, Owen Ellington, says the deaths of more than 70 people during the Tivoli incursion in May, 2010 should be blamed on criminals.

Mr. Ellington made the comments while he was being cross-examined by attorney for the Tivoli Committee, Carol Dacosta.

The former Police Chief says during the operation, the police restrained themselves in the use of force.

He says one must remember the coordinated attacks against the police and the fire-bombing of police stations.

Mr. Ellington said he believed criminals in Tivoli would have shot residents if they tried to leave the community.
