President of the Jamaica Confederation of Trade Unions, Helene Davis Whyte, says it’s time to have a serious discussion surrounding the use of migrant workers to fill skilled labour positions.

Mrs. Davis Whyte says indicators are showing there’s been a paradigm shift in the nature of migration in Jamaica.

She says research is showing there are gaps in the labour market for skilled workers.
