National Security Minister Dr. Horace Chang says if the rate of murders continues to increase, the government may need to re-impose States of Public Emergency.

It’s why he says the government is seeking to amend the legislation that allows for enhanced security measures.

He made the comment while proposing amendments to the Emergency Powers Act and the Public Security Act.

The government is appealing a court ruling on the constitutionality of extensive detention of people under extended periods of States of Emergency.

Minister Chang says normal Policing nor the court system cannot handle the rate of homicide which occur annually on the island.

He’s also dismissing claims the security forces were randomly detaining persons under the States of Public Emergency.
